Roksnet Terminology and Definitions

This document contains official definitions for core terms and concepts used across all Roksnet
legal, operational, and technical documents. Capitalized terms appearing in other regulatory texts
shall have the meanings defined herein unless otherwise specified.

1. General Entities and Roles

Roksnet, Roksnet Solutions OÜ — The service operator and legal entity providing digital and trust services in relation to X-Road

Operator, Roksnet Operator — Synonym for Roksnet Solutions OÜ.

Customer, Roksnet Customer — A legal entity intending to register and use Roksnet Services but which has not yet completed Identification.

Member, Roksnet Member, Roksnet Framework member — A legal entity that has completed Identification, at which point Membership is activated (RGT §2.2 and §3.1). The Roksnet Member Code is assigned earlier, at registration, to the Customer; completion of Identification is what confers Member status. Roksnet Services are available only to legal entities, not to natural persons or sole proprietors.

Member Name – The legal name of the Member as published in the Member Directory.

Member Code, Roksnet Member Code — A unique identifier issued by Roksnet to each legal entity upon registration. It is the sole internal identifier of a Member.

Member Identifier, Roksnet Member Identifier — The full X-Road identifier of a Member, composed of the X-Road instance identifier, the Member Class, and the Member Code; distinct from the Member Code alone.

Member Class – The classification of a Member published in the X-Road registry: COM (a private-law for-profit legal entity), GOV (a public-law body or other designated public-sector entity), or NGO (a private-law non-profit legal entity). Declared by the Customer at registration and retained as a Member attribute after Identification; recorded and locked by Roksnet (Member cannot change it) and not independently verified by Roksnet.

Verification Method – The method by which Identification was completed: bank transaction or qualified electronic seal (e-Seal); recorded by Roksnet.

Registrar Organisation – The official business register in which the Member states it is registered (declared by the Member and not independently verified by Roksnet); see also Organisation Registry Code and Registrar Website.

Identification Service, Identity Verification Service – The procedure by which Roksnet matches the Customer’s submitted input data and, on success, grants Member status. Despite the name, it is data-matching only – not KYC/AML, registry verification, natural-person identity verification, or authority verification.

Identification, Identification Procedure – The matching of the input data the Customer submits (the registration form against the bank payment or the qualified electronic seal (e-Seal)) before Member activation. Identification does NOT involve KYC/AML, verification against governmental or other official registers, verification of any natural person’s identity, or verification of corporate authority.

Identification Payment — A payment made by the Customer under the applicable registration method and used as part of the Identification workflow where payment-based Identification applies.

Confirmation Message – A confirmation text and data set provided by the Customer (including in payment description fields or a qualified-electronically sealed message) for successful Identification matching.

Registration, Registration Form — The onboarding submission process and data package provided by a Customer when applying for Membership.

Authorized Representative — A natural person legally authorized to act on behalf of the Customer or Member in registration, account, and service matters.

Administrative Contact — The natural person designated in the registration and Identification data as the administrator of the Member Account, granted administrative access to the Self-Service Platform with authority to incur financial and legal obligations on the Member’s behalf. The Administrative Contact email is used as the login email.

Verification Invoice Contact — The contact (email and phone) submitted on the registration form to which the verification invoice and Identification instructions are sent, and, by default, recurring invoices for activated Services (the Member may change the billing contact in Account Settings).

Public Contact — The organisational contact information of the Member published in its public Member profile (Tier 2 visibility) for business inquiry and discovery; it forms part of the Member’s Public Profile.

Membership — The legal and operational status of an identified Customer as a Roksnet Member.

Member Account, Self-Service Account, Account — The account assigned to a legal entity (Member) in Self-Service for managing membership data, access, and service activation.

2. Technical Components

Self-Service, Self-Service Platform, Customer Self-Service — The web-based platform used by Members to manage account settings, configure services, and request support.

Security Server, X-Road Security Server — X-Road software operated by Members to exchange messages with other Members.

Subsystem, Subsystem identifier — A logical unit representing an information system that provides or consumes X-Road services.

Subsystem Code — A unique code generated for a registered Subsystem within the Member Directory.

X-Road, X-Road technology — An open-source protocol and software stack for secure data exchange between organizations.

X-Road Basic Protocol — A defined component of X-Road enabling secure communication between Members.

X-Road Message Protocol — The specification for data exchange format in the X-Road ecosystem.

X-Road instance identifier — The technical identifier of the X-Road instance used in Member Directory and Security Server configuration.

Roksnet ecosystem instance — Synonym for the X-Road instance operated by Roksnet (see X-Road instance identifier).

Central Server (X-Road context) — In Roksnet documentation, this term refers functionally to the Roksnet Member Directory used for network configuration metadata.

API — Application Programming Interface, a standardized method for accessing services in Roksnet and X-Road systems.

Development Environment — A sandbox environment for testing integrations and service configurations.

Production Environment — The live environment used for actual data exchange and operational activities.

Member Directory, Roksnet Member Directory, Member Directory Service, Roksnet Member Directory Service, Members Directory – A centralized registry for identifying and connecting Roksnet Members and their metadata, and for the technical authentication of their Security Servers via certificates. It does not verify Members’ identity or corporate authority.

Development Member Directory — A non-production Member Directory environment provided for testing and integration preparation.

Production Member Directory — The production Member Directory environment used for live operational exchange.

Data Service, Data Services — A service endpoint published by a Member for data exchange over X-Road.

End-user — The individual or organization ultimately using services delivered via Roksnet or X-Road.

3. Trust Infrastructure

Trust Services, Roksnet Trust Services, High Level Trust Services — Services provided by Roksnet to support secure and legally valid data exchange (for example certificates, OCSP, and timestamps).

Test Trust Services, Development Trust Services — Trust services used for non-production testing or demonstration purposes.

CA (Certification Authority), Roksnet-approved certification service provider – A Trust Service Provider that issues digital certificates accepted within the applicable Roksnet trust model. Not every Trust Service Provider is a CA (see TSP): a TSP may provide only timestamping, OCSP, or other trust services without issuing certificates.

Approved timestamp service provider, Roksnet-approved timestamp service provider — A timestamp provider recognized by Roksnet for supported timestamp services.

RA (Registration Authority) — Validates Member identity and certificate requests.

VA (Validation Authority) — Provides real-time status information about certificates.

Public Key Infrastructure, PKI — A system for managing digital certificates and encryption keys.

AUTH Certificate, Authentication Certificate, AUTH Cert — A certificate used to authenticate a Security Server.

SIGN Certificate, Signing Certificate, SIGN Cert, eSeal Certificate — A certificate used to digitally sign messages and transactions.

Certificate — A digital certificate used for authentication, signing, validation, or trust establishment in Roksnet services.

OCSP, OCSP Service — Online Certificate Status Protocol and related service used to check certificate status.

TSP, Trust Service Provider — A provider of trust services (for example certificate, OCSP, or timestamp services) within the meaning of eIDAS. In Roksnet documentation and the Member profile, the abbreviation TSP refers to the Trust Service Provider, not to the time-stamping protocol.

Time-Stamp Protocol (RFC 3161) — The protocol used to produce secure timestamps. (Previously abbreviated TSP; to avoid confusion with Trust Service Provider, the abbreviation TSP is not used for this protocol.)

Timestamp Service — Service that provides timestamp responses for supported trust workflows.

TST, Time Stamp Token — A cryptographically secure timestamp issued under the Time-Stamp Protocol (RFC 3161).

4. Services and Interfaces

Roksnet Web Portal, Roksnet Portal, Roksnet Portal software — A browser-based interface for file and data exchange without custom IT integration.

Roksnet Monitoring and Analytics service, Monitoring Service — A toolset for real-time visibility into Roksnet usage, performance, and service metrics.

Support Service, Support Services, Roksnet Support Service — Assistance provided by Roksnet through available support channels for setup, configuration, and operation.

GPT Assistant — An automated AI-based support channel available through Self-Service.

Email Support — A support channel where consultations are handled by Roksnet personnel via email communication.

Roksnet Services — All services offered by Roksnet (for example the Member Directory Service, Support, Monitoring & Analytics, and the Roksnet Portal), excluding Trust Services unless specifically stated otherwise.

Roksnet Framework — The X-Road-based network and infrastructure operated by Roksnet within which Members exchange data, including the central registry (Member Directory / Central Server), the participating Members, and their Security Servers. The Framework is the environment; the Roksnet Services are what Roksnet provides and Members activate within or in relation to it. ‘Roksnet Services’ and ‘Roksnet Framework’ are not synonyms.

5. Legal and Administrative Concepts

Effective Date — The date on which a document or agreement becomes legally binding.

Applicable Law — The governing legal framework, typically the laws of the Republic of Estonia.

Agreement – The contract between Roksnet and the Member, comprising the RGT and the applicable Annexes (and incorporating the AUP), concluded on successful Identification subject to RGT §3.3.

Trial Period, Free Trial Period — A limited period during which a service may be provided without charge under applicable conditions.
